Explanation
As of my knowledge cutoff in September 2021, the highest policy-making body in education in India is B) Ministry of Human Resource Development (MHRD).
However, it is important to note that the nomenclature and structure of government bodies may have changed since then. In recent years, the Ministry of Human Resource Development has been renamed as the Ministry of Education. It is responsible for formulating and implementing policies related to education at the national level in India. The National Council of Educational Research and Training (NCERT) is an autonomous organization under the MHRD/Ministry of Education and plays a significant role in curriculum development and educational research. The University Grants Commission (UGC) is another important organization under the MHRD/Ministry of Education that is responsible for maintaining the standards of higher education institutions in India.
